Create and show a new webview panel.
Parameters
- viewType: string
  Identifies the type of the webview panel.
- title: string
  Title of the panel.
- showOptions: ViewColumn | { preserveFocus?: boolean; viewColumn: ViewColumn }
  where webview panel will be reside. If preserveFocus is set, the new webview will not take focus.
- Optionaloptions: WebviewPanelOptions & WebviewOptions
  Settings for the new panel.
