Escape (or quote) a given input.
Parameters
- arg: string | ShellQuotedString
  Input to escape.
- Optional quotingFunctions: ShellQuotingFunctions
  Collection of functions to process the given arg.
- Optional quotingType: ShellQuoting
  Override the quoting type specified by the given arg.
